For the Chicken Batter

1 tablespoon hoisin sauce
1 teaspoon cornstarch mixed with 2 tablespoons water
1/4 cup sesame seeds
1 tablespoon chopped green onions (for garnish)
Prepare the Batter: Combine flour, cornstarch, baking powder, salt, pepper, and garlic powder. Gradually add water until the batter is smooth. Coat the chicken pieces in the batter.
Fry the Chicken: Heat vegetable oil in a deep fryer or pot to 330-340°F (165-170°C). Fry the chicken pieces in batches for 5-7 minutes until golden and cooked through. Remove and drain on a wire rack.
